State Development and Investment Group Co., Ltd. (SDIC) signed a framework agreement on strategic cooperation with the Ningxia Hui Autonomous Region on October 14, 2021. SDIC Chairman Bai Tao and Chen Runer, Secretary of the Ningxia Hui Autonomous Region Party Committee and Director of the Standing Committee of the Ningxia People’s Congress, witnessed the signing of the agreement. SDIC Deputy General Manager Du Wenmin and Chen Yongqing, member of the Standing Committee of the Ningxia Hui Autonomous Region Party Committee and Executive Vice Chairman of the Ningxia Hui Autonomous Region, signed the agreement on behalf of each side. Lei Dongsheng, member of the Standing Committee and Secretary General of the Ningxia Hui Autonomous Region Party Committee, attended the signing ceremony.

Chairman Bai said that the framework agreement on strategic cooperation was signed on the basis of close contact and in-depth discussion with Ningxia. He expressed his hope that by taking the signing of the agreement as an opportunity, (SDIC) shall actively bring its own advantages into play to continue to communicate and cooperate (with Ningxia), continuously broaden cooperation scopes, and tap the great potentials of Ningxia to strengthen practical cooperation with Ningxia in the sectors of energy, ecological restoration and environmental protection, engineering services, rural revitalization and smart city, etc.. (Measures shall be taken) to promote projects to be launched and put into operation as early as possible so as to help Ningxia to have a good start for its 14th Five-Year Plan and make contributions to the ecological protection of the Yellow River Basin and the high quality development of its pilot zone.

Chen Runer said that in April this year, Chairman Bai Tao led a delegation consisting of its core leading team members to investigate the feasibility of investment projects in Ningxia and reached initial intention of cooperation (with Ningxia). In the half year time after that, both parties held in-depth discussions, exchanged opinions extensively, and kept close communications, with fruitful work done and practical results seen in promoting the cooperation. The signing of the framework agreement on strategic cooperation with SDIC is not only the detailed measure for implementing the important instructions made by Xi Jinping, General Secretary of the CPC Central Committee, during his inspection tour of Ningxia, but also an effective move of SDIC to help Ningxia to construct the pilot zone of the Yellow River Basin ecological protection and high quality development. We have full confidence and great expectation for our next step cooperation, he said, instructing that related departments of the autonomous region give strong support to SDIC in its development in Ningxia, take initiative to do well the work of connection, coordination and services, and promote bilateral cooperation in an orderly and deepened way.

According to the agreement, SDIC will increase its investment in energy, smart city, ecological restoration and environmental protection, engineering services and rural revitalization in Ningxia.

Attending the signing ceremony were also Guo Zhongjie, Assistant to SDIC General Manager, Li Baolin, Secretary of the Board of Directors, Zhu Jiwei, Chairman of SDIC Power Holding Co., Ltd., Zhang Lei, General Manager of SDIC Intelligence Co., Ltd., Xia Liankun, General Manager of China Electronics Engineering Design Institute Co., Ltd., Liu Yun, Deputy General Manager of SDIC Chuangyi, Chen Ming, Deputy General Manager of China Water Environment Group Limited, and leading officials from related departments of the Ningxia Hui Autonomous Region.
